Fire in Tawang monastery premises; one dead

Itanagar, Feb 11: A 10-year-old boy was charred to death when a massive fire broke out at a Lama’s quarter within the premises of the famous Gaden Namgyal Lhatse (Tawang Monastery) in Tawang district this evening.

The fire apparently was caused by short circuit at the quarters near the Eastern gate of the Monastery.

The fire which broke out at around 4.30 pm completely gutted the Lama Phurpa Tashi’s quarter, Tawang SP SN Mosobi told The Arunachal Times over telephone.

Police, SSB, district administration, local citizens and Lamas of the monastery swung into action and rescued four young Lamas including one head Lama from the inferno.

However, the deceased Khow, a novice who hailed from Kharteng village under Lumla circle could not be saved as the fire was massive which was later doused by the rescuers.

However, no damage was caused to the famous Tawang Monastery, the SP said adding that investigation was on to ascertain the cause of the fire.

The rescuers also partially dismantled a nearby quarter to avoid further spread of the inferno.

Meanwhile, Chief Minister Nabam Tuki expressed shock over the incident and directed the district administration to extend all possible assistance and immediate relief to the fire victims.

While condoling the death of the youth, Tuki also announced to pay adequate ex-gratia after receipt of the report from the district. He asked the district authorities to assess the damages caused by the inferno and submit detailed report to the state government immediately.

Tourism Minister Pema Khandu who represents the district and was present during the incident made spot visit and met the victims and granted immediate relief of Rs.1.5 lakh from his side. He also asked the district administration to assess the losses and grant relief.

Former Chief Minister Jarbom Gamlin today mourned the demise of 10 year old novice,  who was killed in the fire accident.

While expressing his deepest condolences to his parents as well as to the fraternity of the illustrious monastery, Gamlin said that the untimely demise of the young monk was truly heart wrenching. "Yet I pray for the community to find the strength to live through  this difficult time. The Tawang monastery is one of the prides of our state and the thought of pain coming to this heritage is indeed saddening. We must collectively do our best to assuage the pain and the damage that this unfortunate event has brought on". Gamlin further said that accidents do happen, but what is important is that we learn from them and take on whatever measures are required to ensure they never happen again. He appealed to the district administration to assess in detail the fire hazard of the heritage site and take up necessary initiatives for prevention of such mishaps.

 

Miscreants on rampage in Seppa

SEPPA, Feb 11: In a shocking incident, East Kameng Chamber of Commerce& Industry (EKCCI) office was reportedly ransacked by unidentified miscreants here on Friday late evening, damaging office articles, furniture including all important documents.

EKCCI president Raju Gyadi said that incident happened around 10.30 PM, when a group of unidentified youths came in Tata Mobile and attacked the office.

Gyadi also informed that many articles such as utensils and other essentials commodities costing two lakhs were also looted.  He said that the reason for targeting the EKCCI office is shrouded in mystery and yet to be ascertained.

 Gyadi further claimed that when the incident was reported to police station Seppa, the phone was out of order and there was no instant reaction from police.

EKCCI president also blamed the district electrical power department for their inability to supply uninterrupted power which according to him gave undue advantages to miscreants to flee the scene after damaging the office.

Protesting against the incident, EKCCI members staged peace rally in Seppa town today and served 5 days ultimatum to police department and district administration to nab whoever is responsible for the ransacking.

EKCCI said failing to meet its demand, the authority would have to face rigorous agitation.

Meanwhile All East Kameng Students Union (AEKSU) condemned the incident and demanded the authority to nab the culprits immediately. AEKSU also stated that stern action should be taken against defaulters.

However when this daily contacted police station Seppa, it failed to provide any details and suggested that we get in touch with the SP instead. However, despite tries, the SP could not be contacted.

 

CM announces PWD SE circle, assures Polytechnic College at Yachuli

YACHULI, Feb 11: A mesmerizing Sub-divisional headquarters in Lower Subansiri district, Yachuli is all set to get the long awaited PWD Superintendent Engineer Civil circle. Chief Minister Nabam Tuki today approved the demand in principle at Yachuli amidst roaring applauses.

Tuki made the announcement while responding to a memorandum submitted by Parliamentary Secretary, Agriculture and the local representative, Likha Saaya during his maiden visit to Yachuli.

Yachuli is gifted with serene beauty and known as the centre of the Nyishi culture.

The Chief Minister also assured to open a Polytechnic College at Yachuli under PPP model.

“In order to ensure quality education, my government is extensively taking up PPP model in education sector so that many technical and medical colleges can come up in the state providing higher and technical education to locals within the state,” Tuki said.  The Chief Minister also expressed serious concern over the burgeoning unemployment problem gripping the state, which in fact is misleading the youths to take up unfair means for livelihood. He urged the youths to channelize their knowledge in creating self employment avenues and assured the government’s encouragement through subsidies and bank loans.

Responding to a memorandum submitted by Gaon Buras, who turned out in huge numbers with their various grievances, the Chief Minister assured to provide free electricity, water and telephone connections to them to begin with.

Tuki called upon the people to gear up for massive influx of tourists given the picturesque beauty of Yachuli and Yazali area. He, however, urged the people to develop their attitude towards tourists coming from outside the state and cooperate with the government in promoting the area as a major tourist hub.

Referring to the PPP policy adopted by his government recently, the Chief Minister assured accelerated development in the sectors like tourism, education and sports infrastructure and cultural activities.

Also citing the major administrative reforms taken up by his government, the Chief Minister said every developmental projects being implemented in the state would be properly monitored.

“Through one of the major administrative reforms - e-governance – people would get all the details of programmes and projects of the government with just one click of the mouse,” he explained.

Also addressing the mammoth gathering, Lok Sabha MP Takam Sanjoy asserted on quality leadership amongst the masses. He said a leader should evolve from within and have the quality to change the flow of thought of the people in the proper direction.

Sanjoy particularly emphasized on ‘showing the way’ by the sixty elected representatives of the state.

“If the sixty elected representatives work together with a singular vision of development and welfare of the state, then only the 20 million people of the state would prosper and get electoral justice,” he said.  

The MP further asserted in maintaining the indigenous names of places of the state, especially those which have lost their original meaning due to difficulties in expressing the right pronunciations in the written form. On the developmental front, he emphasized on judicious and timely completion of all flag-ship programmes of the government.

Health Minister Atum Welly, in his address, advised for planning before execution of any infrastructure and development projects.

Parliamentary Secretary Likha Saaya extended gratitude on behalf of the people of his constituency to the Chief Minister for addressing the genuine grievances of the area. He assured judicious utilization of all development funds under his jurisdiction and called on the people to extend cooperation to the government.

Earlier, the Chief Minister laid a series of foundation stones for developmental projects in the area. These include ‘improvement and augmentation of water supply’ at Yachuli under NLCPR, construction of road from Yachuli to Gerukamukh under CRF, 50 bedded hospital at Pistana under NEC and one each mini-stadium at Yazali and Yachuli under NEC.

Among others Higher & Technical Education Director Dr Joram Begi also spoke on the occasion.

 

TPCP  submits memo to Governor, CM

ITANAGAR, Feb 11:  A team of the Tirap People's Committee for Peace (TPCP) led by its chairman Gulley Sumnyan along with the 5 other members submitted a memorandum to Arunachal Pradesh Governor on February 6 .

The TPCP team also met Chief Secretary on February 8  and discussed about the problems faced the people of Tirap district. This was followed by meeting with Gadam Ete, Parliamentary Secy, Home Affairs and Bamang Tago, Pol. Secy to CM on February  9. The team appraised them about the various problems faced by the common public of Tirap district. On the same day evening, the team had a meeting with Chief Minister Nabam Tuki and submitted the memorandum as well as discussed about the problems being faced by the Tirap people. The Committee informed that the CM appreciated their hard work and sincere effort for the welfare of Tirapians and assured to extend all the helps needed.  Quoting the CM as saying, the team further informed that there will be a 100 per cent recruitment from Tirap and Changlang in the ongoing police recruitment.  The CM also promised to render immediate relief to the victims of 8th January incident which occurred at Chasa village.

The three-point memorandum of the TPCP included demand for a surrender package including employment opportunities and financial package for rehabilitation of the surrender militants,  relief for the victims of insurgency related violence and due recognition to the TPCP.

 

Information campaign on Bharat Nirman ends

RUKSIN, Feb 11: The 3-day Public Information Campaign on Bharat Nirman with a day-long special awareness publicity programmes ended at Ruksin general ground in  East Siang today.

Addressing the concluding function, AE Hibu Bama highlighted the aims of the  Rajiv Gandhi Grameen Vidytikaran Yojana (RGGVY) and electrification of all the villages and habitation as per  revised definition and electricity connection to Below Poverty Line (BPL) households with single light point free of cost.

Pointing out the scope of scheme under RGGVY as (REDF) Rural Electricity Distribution Backbone, he disclosed that there is provision of 33/11KV Sub-Stations of adequate capacity and lines in blocks, creation of village electrification infrastructure (VEI) and Decentralized Distributed Generation (DDG) and supply in those rural areas where grid connectivity is either not feasible or not cost effective.

He also highlighted parameters covered under RGGVY in East Siang district. He disclosed that under the scheme there are four ongoing packages, electrification of 47 number of un-electrified/de- electrified villages and 105 number of electrified villages, BPL connection to 3108 numbers.  He also said that the entire works under RGGVY in East Siang district are on the way of completion.

Pasighat RWD TA C. Mukharjee described the work done under MGNREGA in the East Siang district. He  disclosed that the Rural Development department has covered 161 villages, 158 Panchyats and got registered 9858 number of Job Cards Holders. He also mentioned that they are provided only 16 days jobs in an average in the East Siang district.

Earlier, M  Doley, Deputy Director (M& C) PIB, Guwahati, explained the objectives of Public Information Campaign. He called upon the masses to participate in the campaign and learn about the government schemes for their benefit. He also requested  people  come forward to avail the various schemes formulated by the Central Government for their benefits.

During the public information campaign, the components of Bharat Nirman and other flagship programmes were highlighted through lectures, booklets, photo/poster exhibition, quiz and song and drama programmes. The exhibition on Bharat Nirman put up by the DAVP and various departments of the district turned out to be big crowd-puller on all the days.

DFP also organized various competition and public rallies. The three-day special awareness campaign was organized by PIB and other sister media of I &B in active cooperation with the East Siang district administration.

 

Symposium reiterates separation of Judiciary from Executive

ITANAGAR, Feb 11: A one-day symposium on “Separation of Judiciary from Executives” was conducted at Dera Natung Govt College (DNGC) Auditorium here today. The symposium was organised by the Arunachal Law Students Union (ALSU) in collaboration with DNGC.

Addressing the inaugural session of the symposium, Agriculture, Horticulture and Animal Husbandry Minister Setong Sena disclosed that soon a bill for separation of judiciary from executives will be placed in the cabinet. He also spoke in details about importance of the codification of customary laws.

A host of dignitaries including Parliamentary Secretary, Legislative, Judicial, Science and Technology, JK Panggeng, District and Session Court judge Nani Grayu, Supreme Court advocate Bharat Kumar and DNGC Principal Tomar Ete took part in it.

Earlier, ALSU president Tadar Tarish stated that separation of judiciary from executive is very necessary for the betterment of legal justice system in Arunachal.

This was followed by first technical session which was chaired by Dr R B Tripathy, HOD, Political Science, DNGC.

While EAC Habung Lapung spoke about ‘interpretation of CrPC in the light of customary law’, DIGP Robin Hibu delivered lecture on ‘Viability and role of police administration in justice delivery in Arunachal Pradesh in the light of separation of judiciary from executives’. Large number of other resource persons took part also delivered lectures. Students also interacted with the resource persons by putting questions to the speakers.

The second technical session was chaired by Supreme Court Advocate Bharat Kumar. Most of the speakers of technical session including Y W Ringu, Dani Belo, Mukh Pertin, Subu Taping and Tadar Tarish emphasized on the need for urgent separation of judiciary from executives in Arunachal.

ALSU general secretary Romik Jagu also spoke on the occasion.

The non-separation makes it very easy for criminals to get away easily after committing crime. The executives because of political pressures often tend to let criminals go free.

 

Training for ‘Sakhi & Saheli’

ITANAGAR, Feb 11: Training course for ‘Sakhi and Saheli’ and vocational training on candle making under RGSEAs-SABLA, a centrally sponsored scheme for empowerment of adolescent girls (AGs) organized by Urban ICDS project, Itanagar got underway here today.

Sakhis and Sahelis from various sectors within the ICDS Project are attending the programme.

Resource persons from various line departments will be imparting training on their respective sectors while vocational training on candle making would be imparted by Bharat Scout & Guides, Arunachal Pradesh.

Inaugurating the programme, Nyapi Ringu, deputy director (I), Social Welfare, Women and Child Development department, who is also the state nodal officer of the scheme, advised the Sakhis and Sahelis/AGs to be very attentive during the training programme and reap the benefits so that they could learn important and basic knowledge in various fields for their future.

In his keynote address, SC. Tok, CDPO of the ICDS Project, outlined the course contents.

P.E Angu, DD (I), Distt. ICDS Cell, Papum Pare, N Lowang, DRCHO, Bordoloi, officer i/c, Food & Nutrition Board of India, Itanagar unit were also present during the inaugural session among others.

DDSE inspects schools in interior areas

ITANAGAR, Feb 11: The deputy director of school education (DDSE) cum DPO Papum Pare along with BRCC, Sagalee and CRCC Leporiang inspected all the Government schools of Leporiang circle on February 7 and 8 last to have first hand information about functioning of academic activities of the schools as well as encourage the teachers who are serving in interior places in the district.

During the course of interaction, the SSA teachers apprised the visiting team about various problems and grievances faced by them which included non payment of salary since November last year. They urged the visiting officers and officials to take up their grievances with the higher authorities for early redressal. The DDSE explaining the reasons for non release of their salary, asked the teachers to discharge their duties sincerely. Action would be taken as per CCS Rule against those teachers, who were found absent from their duties during the inspection, the DDSE said.

 

ASM’s death condoled

ITANAGAR, Feb 11: The Pacnhayat leaders of Parsi Parlo Anchal Block have condoled the death of Dare Nai, ASM, Pagam panchayat segment. Dare breathed his last on February 9 after a prolonged illness.

He left behind his wife, a son and a daughter.

 

AAPBSU reacts

ITANAGAR, Feb 11: All Arunachal Pradesh Border Students Union (AAPBSU) has reacted to the Govt statement which termed the yesterday’s bandh call as politically motivated.

Denying the charges of state Govt, the union said it was totally wrong to say that the bandh call given by the union was politically motivated. The union said they did not write anything against the state Govt, rather it had raised the problems  being faced by the people residing in border area through its 10-point  demands.  We are not against the Govt, the union said while adding that every people has right to live, raise their voice and work for the betterment of the state in a democratic country.

 

‘Take urgent steps for development of border areas’

ITANAGAR, Feb 11: All Arunachal Pradesh Border Affected Youth Organization (AAPBAYO) has appealed to the concern authorities to take immediate measures for development of inter-state boundary area including road infrastructure.

Drawing the attention of the local MLAs, public leaders and senior citizens towards deteriorated condition of roads in boundary area, the organization said roads which are passing through forest area along inter-state boundary such as Bhalukpong to Seijosa, Seijosa to Nomorah, Nomorah to Tarasso and Tarasso to Balijan  roads are lying in dilapidated conditions.  Moreover, unwanted activities in forest area along the boundary have disrupted the normal life of people settled along the boundary since time immemorial, the organization said.

The organization further said that the administration is unable to perform effectively and bring in development in boundary areas due to lack of infrastructure, mainly roads communication. Development of the state depends greatly on the development of border areas, the organization said  and called upon the authorities to take urgent step for border area development.

 

Union demands

ITANAGAR, Feb 11: All West Siang Border Student Union (AWSBSU) has demanded the state Govt. for the creation of Lower Siang with district HQ  at Likabali.

It said that Likabali is a sensitive area and people of border area are victims of inter-state dispute. It further said that the areas lacks communication system and infrastructure development.

It further appealed to the high power committee to look in the matter seriously and demanded creation of district HQ  at Likabali.

 

Provide relief to fire victims, appeals AAPSU

ITANAGAR, Feb 11: All Arunachal Pradesh Students’ Union (AAPSU) appealed to the authority concerned to provide relief to Biri Kago, whose house at ‘D’ sector, Polo Colony, Naharlagun was gutted in a fire accident on February 6 at 7-30 pm. All belongings of the fire victim, including properties worth lakhs were burnt into ashes in the devastating fire accident.

Former student leader Kago is presently serving as sub divisional food and civil supply officer.

 

NSS cell of NERIST organises blood donation camp

ITANAGAR, Feb 11: Forty-six units of blood were collected during a voluntary blood donation camp organized by the NSS cell of NERIST in coordination with the Arunachal Pradesh State AIDS Control Society in its health unit of NERIST today.

Around 50 volunteers turned up for the camp. Of the forty six units of blood, four units were collected from girl donors.

Technical manpower and material resources were provided by the General Hospital, Naharlagun.

NSS cell of NERIST has been regularly organising Blood Donation Camps and the institute got an award for organising highest number of blood donation camp in 2011 from APSACS.
